Ten new proposed gun laws revealed

In front of several high powered rifles, Senate President Darrel Steinberg announced new proposals he believes will help limit gun violence.

"The truth of the matter is, we can save many lives by curbing the proliferation of rapid fire weapons, we can save lives by getting guns out of the hands of people who should not have them," said Steinberg.

Los Angeles Mayor Antonio Villaraigosa called gun violence one of the biggest issues facing his city and hopes bold new laws may be part of the solution.

"This issue of guns and gun violence isn't just a public safety issue, it's a public health issue," said Villaraigosa.

CBS47 legal expert Carl Faller said while good on the surface, sweeping legislation can sometimes have unexpected consequences.

"How it is actually going to be implemented and the problems with implementation can often undue a good idea," said Faller.

However Faller says new laws, including a newly proposed bill that would require liability insurance on guns, walk a fine line as far as being constitutional.

"The government can always regulate reasonably and this could be found to be reasonable regulation of the right to buy weapons," said Faller.
