This is not an isolated incident. In addition to the overcrowding problem caused by AB109, realignment has reduced the amount of time ANY parole violator can serve for a violation from 1 year in state prison to 90 days in county jail (after 1/2 time is assessed). Last month in Southern CA, a paroled child molester on GPS monitoring was tracked to a playground by his Parole Agent (BTW, unlike probation, parole places GPS monitors and enforces Jessica's Law on all sex offenders under their supervision.) He was taken into custody at the park, where parents advised that he had given some of the children quarters and bubble gum. A search of his person revealed a piece of paper in his pocket with the words "groomingyoungteens.com" written on it. He was discovered to be under the influence of methamphetamine. He was released from LA County Jail 3 days later, only to be arrested again last week for allegedly "rubbing-up" against children at a local mall. Because prosecution is unlikely in this case, he is expected to be released early next week. Politicians and their supporters will tell you that stories like these are simply scare mongering. Let me assure you that these type of stories are common place and occur every single day throughout CA since the implementation of realignment this past October. Whether it is a sex offender caught grooming his victims, or a hardened gang member taking part in gang activity, the consequences under realignment are no longer a deterrent. More importantly, offenders are being allowed to remain in the community, causing more harm and creating new victims. These are the facts. This is realignment.
