Police are looking for innocent victims who had no idea a registered sex offender was reportedly checking them out on his laptop, at a Madera Starbucks.

Frank Charles Reddell, a 38-year old sex offender registered on the Megan's Law Website, lives in a family friendly trailer park.

"Makes you wonder about the safety of everyone around," said his neighbor Matthew Kemp.

His neighbors saw him coming and going to work. He's a handyman and an equipment operator at Cal Trans.

"Why put them in a place like this? Can't they make somewhere to where you can put them where there's more children around?," said Kemp.

But he's now back behind bars.

His parole agent says he caught him at Starbucks down the street from his home, wearing his ankle bracelet and using their wifi to view child porn on his laptop.

"You can't even feel safe sending your kid to go get some coffee or hang with their friends somewhere," said Starbucks Customer Crystal Alcaraz.

"They should run some kind of check for anyone using their wifi here or their services here," said Starbucks Customer Marion Perez.

Even more upsetting to Starbucks regulars, his parole agent tracked him down in plain view of children, on the day after Christmas.

After that, another disturbing discovery... "He found thousands of sexually explicit images of children not only on the computer but also equally disturbing pictures on his cell phone," said Madera County Sheriff's Dept.

Madera Police say they linked the cell phone photos to some homes in Madera where he was hired to work as a handyman.

Reddell was charged with not just possessing child pornography, but manufacturing child pornography.

The fear now... there are more victims out there.

"They think by throwing an ankle monitor on them... they're good to go, and apparently he had one on and to know avail..." said Kemp.

If you have information to help police find innocent victims, call Madera Police.
