"'One complaint that is resolved can save enough money that can pay the entire cost of a year program,' said City Manager, Mark Scott." Gosh Mr. Scott, does this mean the people of Fresno won't have to foot anymore $1.5 million settlements for Chief Dyer? I'm going to guess ... "HELL NO." Why? Because the new Director for OIR won't be INVESTIGATING any incidents OR complaints - he'll just be making sure the paperwork is all completed properly. The "complaint" will already have been investigated by the same people the complaint is against. Gee, that kind of seems like the way it's done now, doesn't it?
