Hmmm....and the ASPCA was bad why????? You guys are going to have to do the same thing...only you will do it on the down low....sad very sad...all those animals are going to die...when there is a very simple answer to the problem and receive monies to fund the new program. Licences: &20 for spayed/neutered. $200 for unaltered animals. $250.00 per License per litter of puppies or yearly fees for a kennel license for breeding. An anonymous reward system to report illegal litters. there all fixed....
