Two people are under arrest after they tried to carjack people in a parking garage in downtown Visalia.
25 year old Brittney Gipson and 26 year old Veronica Baker were arrested around 3:45 Monday afternoon.
Police say they used a Halloween mask and a replica gun to try and carjack the victims.
CBS47 has learned that Gipson is a parolee at large with a long list of arrests in just the last five months.
Police say he and his girlfriend tried to carjack people who were going to doctors appointments or visiting people at Kaweah Delta Medical Center.
It was the middle of the afternoon in a busy parking garage near the hospital. Police say Brittney Gipson went up to two drivers and demanded their cars. Investigators say Gipson was wearing a "Scream" Halloween mask and pointed an airsoft gun at the victims.
"He demanded their keys. The drivers didn't comply and were able to get away," said Sgt. Jim Carr with the Visalia Police Department.
The drivers and a witness called 911.
Gipson and his girlfriend, Veronica Baker, were arrested two blocks away near the movie theater in downtown Visalia.
"The Scream mask and the gun were located in the woman's purse," Sgt. Carr said.
CBS47 has learned that Brittney Gipson has a lengthy criminal past.
He was released from Wasco state prison on May 12th of this year. Hours later he was caught with methamphetamine and arrested.
He was booked into the Fresno County jail and released the next day.
Twelve days later, on May 25th, he was arrested for rape. He was later released.
Gipson was arrested and released from jail at least six times since May due to overcrowding.
Both Gipson and Baker are being held on 100-thousand dollars bail.
