Growing homeless camp in Fresno

Take a look at what's been growing in Downtown Fresno.  There are piles of smelly trash covering a city street and shacks built along the fence of Freeway 99.  It stretches across two blocks, right behind homes and churches.

"Everyday it's getting larger and larger," said Edward Dunn, Pastor of First Union Missionary Baptist Church.

Dunn says he tries to help the homeless.  He even lets them use the church's water.  But lately cars have been getting broken into and he's tired of the disgusting mess.

"I hate to use the word filthy.  Not only does it effect the community, the way it looks, but also diseases," said Dunn.

The City of Fresno says it has received dozen of complaints over the last year, but its hands are tied.

"It would appear that the city isn't doing anything about it, but the city is doing a lot.  It's on two private parcels of land and so the city has initiated code enforcement cases against each property owner, but it's up to each property owner to clean up the mess," said Gregory Barfield, Chief of Staff for Oliver Baines.

The city is cleaning up the trash on Monterey Street.  Barfield says the city just cleared it on January 9th, but one week later the street is filled with trash again.  A homeless man who's lived in the area for a year doesn't think he's bothering residents.

"Most of them deal with us.  We make sure nothing happens to their house and they make sure nothing happens to our tents.  We sort of work together," said "Wolf."

But one resident said she can't even let her kids play outside.

The city says one of the private land owners hasn't responded to any letters.  The other is beginning to come around.  CBS47 wasn't able to reach either land-owner.

Thank you Channel 47 for finally stepping up and pointing this out. The city can't seem to find a legal leg to stand on as far as controlling the homeless, and the city also seems to have turned a blind eye to the disgusting mess they are making down here. Business owners and homeowners alike are fed up with it. The Council Member states that their hands are tied because that area is privately owned. It would take me all of 5 minutes to point out NUMEROUS areas that look every bit as bad, and are CITY owned. They can’t get it together legally to do something about it, so they better wake up and realize that they need to keep a CONSTANT clean up presence down there. Other cities have found a way to LEGALLY deal with their homeless. I suggest we send some Fresno City council members to those cities so they can learn how to do it. That or come up with a plan to use criminals in jail for constantly cleaning up after the homeless that you have decided to let run rampant in the very same part of the city you are trying revitalize. Get it together City of Fresno!!!! Do something one way or the other!!!! Channel 47, and reporter Rachel Azevedo, please don’t let this story die. It is high time we force our city leaders to face this growing mess. I just recently saw an article about how our Mayor states that the homeless population has gone down. What a Crock!!! Homeless are traveling to Fresno from other cities because of how LAX we are towards them. They are spreading throughout the city, and bringing their trash with them. If you can’t figure out how to legally deal with them, at least figure out how to CLEAN UP AFTER THEM!!!!

The renters/homeowners should sue the landowners for loss of use and enjoyment of their homes due to the trash problem and scary people squatting on their property.
