Moody's International has downgraded the City of Fresno's credit rating again.

A credit downgrade makes it more expensive to borrow money and service debt.

Moody's says it made the move because the city has had a tough time making hard decisions about laws in the 2012 Fiscal Sustanability Plan.

Fresno City Manager Mark Scott said, "If these initiatives are not supported by the city council and public, Moody's and other financial analysts have concern that the city might fall into insolvency either intentionally or by default."
