A record number of pedestrians are dying on Fresno streets.

Fresno Police say many of those struck and killed by cars are walking under the influence of drugs or alcohol.

“We're seeing a lot of people who are wandering around the street... who have substance abuse problems who are stepping out into traffic,” said Fresno Police Captain Andy Hall.

15 pedestrians died after being hit by cars in 2011.

11 pedestrians died so far this year.

Just last week, a drunk man was struck by a car after walking into one of the busiest streets in Fresno.

“Generally the pedestrian is at fault for failing to obey the rules of the road,” said Captain Hall.

Things have gotten so bad... Fresno traffic cops have been busting them in "pedestrian operations."

They’re arresting hundreds who don't cross at crosswalks or pay attention to where they're going.

“It's kind of one of those things you know... I think pedestrians .. sucks that they get hit but at the same time they need to use some common sense you know,” said Chris Boutte, after safely crossing the crosswalk.
