Correct me if I'm wrong, but aren't all early release inmates all repeat offenders? I have yet to know of one who society lets out of their obligation to do a fraction of the time they should do; only to get released in a fraction of that time; and say "well, I've learned my lesson". Nope; it's like encouraging them to do it harder and better. Maybe we should lock up our officials and take our streets back?
